What Dubai Will Look Like by 2040

Waterfalls, Greenery, Air Taxis: Here’s what Dubai will Look Like by 2040

Dubai's 2040 plan: 105% more green space, public beaches extended by over 400%, a 5.4 km Hatta cable car and air taxis on the Saih Al Salam route.

Dubai had about 40,000 residents in 1960. It now has over 4.8 million. Along the way the city has issued a series of urban development plans, and the latest is the seventh. The Dubai 2040 Urban Master Plan was unveiled more than five years ago, and it sets out what the next stage of growth looks like. For a closer look at the green-spaces side of that vision, see our companion piece on Dubai's green future by 2040.

His Highness Sheikh Mohammed Bin Rashid introduced the 2040 Urban Master Plan in 2021. It aims to make Dubai more sustainable and greener while housing over 5.8 million people. In approximately 14 years, most residents are expected to live close to public transport, in several forms.

The plan raises green space by 105%. It sets out five urban hubs and a “20-minute city,” where residents can reach what they need within that time on foot or by bike. Public beaches will be extended by more than 400%, which gives people more room for recreation.

Natural Reserves to Encompass 60% of Dubai

Dubai is known for its skyscrapers and the Burj Khalifa, so lush natural reserves Downtown are hard to picture. The master plan proposes them anyway.

The greenery is not limited to the city centre. Together with the rural natural zones, it will cover 60% of the city’s area. A network of green corridors will link service, residential and work areas. Some of this builds on the natural areas already covered in our roundup of Dubai's top nature spots.

Air Taxis on the Future Saih Al Salam Scenic Route

Saih Al Salam Scenic Route, also known as Route 1, is due to change under the Dubai 2040 Urban Master Plan.

Dubai wants to expand into rural areas without losing their character. The Saih Al Salam Scenic Route, which spans the Dubai-Al Ain Road, is a new kind of concept. It is designed for interactive tourist attractions in keeping with the city’s culture. The plan includes flying taxis, hot air balloons, kayaking, horseback rides, glass-domed lodges and an open-air cinema. It expects the surrounding communities to grow as a result.

Cable Cars and Waterfalls: Hatta’s Mountain Enclave

Hatta is known for its safaris and leisure activities (much like the wider desert experiences on offer across Dubai), and the plan changes it further. The mountain enclave is meant to become a year-round tourist destination. The Hatta Waterfalls opened in December 2024, and the plan describes interconnected oases linked by a bridge across a water canal.

A 5.4-kilometer-long cable car system will also carry visitors to Umm Al Nesoor, Dubai’s highest natural summit. The route crosses the Hatta Dam, the mountains and the upper dam lakes.

Revitalised Countryside and Seascapes

The Dubai Countryside and Rural Areas Development Master Plan covers 2,216 sq. km. of the areas surrounding Dubai. Regions such as Al Aweer, Al Lisaili, Al Faqaa, Lehbab, Margham and Al Marmoom are earmarked as tourist destinations. They will keep their natural and archaeological sites, so visitors get historic sites and open countryside in the same trip.

The coast changes too. By 2040, the city’s 21km coastline will expand nearly fivefold, to over 105km. The new beaches will have mangroves, walking and cycling paths, water sports facilities, promenades and relaxation spots. That is a large step up from the coastline already covered in our guide to Dubai's best beaches.

The Dubai 2040 Urban Master Plan is Already in Motion

Dubai has a record of delivering on announced plans. Investments here can yield strong returns because price per square foot is competitive against cities such as New York and Hong Kong. That window is limited: each step Dubai takes adds to its global appeal and to demand for residential projects in Dubai.

We think the best time to invest in Dubai property is now, and 2026 still offers an opportunity to do so.
