The changing landscape of Dubais real estate game powered by Women Investors

In 2022, women’s involvement in Dubai’s real estate industry rose sharply. That year, a total of 26,698 women investors made 33,419 real estate transactions, collectively valued at more than AED 58.8 billion. That was growth of 50.7 percent in transaction volume and 53 percent in transaction value compared with 2021.

Women in Dubai’s Real Estate Market

The 50.7 percent increase in women’s transaction volume in Dubai’s real estate market in 2022, according to Dubai Land Department (DLD) data, reflects the UAE’s commitment to empowering women across the economic and social strata, as highlighted by WAM, the Emirates News Agency.

Dubai’s real estate market is governed by a regulatory framework that protects investors. Add the country’s positive economic outlook and its resilience to regional and global fluctuations, and you have the factors behind women’s participation in the local industry through investments in the property developers in Dubai, a pattern that echoes the rise of Indian investors and Russian buyers reshaping the city’s buyer pool more broadly.

Dubai’s commitment to gender balance shows in initiatives such as the UAE Gender Balance Council, which looks to bring more women into decision-making roles and encourage them to engage more in key economic sectors.

The Dubai Economic Agenda D33, unveiled by H.H. Sheikh Mohammed bin Rashid Al Maktoum, the Ruler of Dubai, set a goal of doubling the emirate’s economy within the next 10 years. Through this agenda, the government recognises women as pivotal to reaching that goal.

The Dubai real estate sector closed a strong year, with annual transactions reaching AED 500 billion for the first time. That performance advances the objectives of the Dubai Economic Agenda D33, and it lines up with the wider market trends shaping Dubai real estate.

Women contribute to the real estate sector beyond investment. They work as developers, real estate brokers and members of the workforce, part of a wider shift in work culture and employment policies in Dubai. Women represent 34.8 percent of registered real estate brokers, with 4,519 women brokers contributing to 8,606 transactions valued at AED696 million. Women make up 42 percent of the Dubai Land Department’s workforce, and they hold roles across various sectors and organisational levels of the department, aligning with its mandate.

Women’s growing influence, regulatory safeguards and a commitment to gender equality now shape Dubai’s real estate market together.

What the latest figures show

The 2022 numbers were a milestone, and they have been passed several times since. Releases from the Dubai Land Department (DLD) and the Dubai Media Office give this picture of women investors:

PeriodValue invested by womenDealsNotes
2022AED 58.8 billion33,41926,698 women investors
2024AED 118 billion50,979Women were 34% of all investors, per the DLD
First half of 2025AED 73.2 billion34,79230,487 women investors
2025AED 154 billion76,700Up 31% in value and 24% in number
Q1 2026AED 32 billion15,540Quarter that included the start of the regional conflict

Releases count investors, investments and transactions in slightly different ways, so read the table as a direction rather than a strict series. The direction is clear: the value invested by women in 2025 was more than two and a half times the 2022 figure. Women are part of a wider rise. In 2025 Dubai recorded more than 270,000 transactions worth AED 917 billion, with about 193,100 investors, of whom 129,600 were new.

One quarter says little. The regional conflict that began on 28 February 2026 fell inside Q1, a ceasefire followed on 8 April, and prices are about 3 to 4% below a year earlier. If you are buying now, that is a reason to compare carefully, not a reason to wait on principle.

The rules are the same for every buyer

There are no special rules for women investors, and no extra approvals. A woman buys on the same terms as a man. What applies to everyone:

  • Foreign buyers can own freehold property in designated freehold areas.
  • The buyer usually pays a 4% DLD transfer fee, plus a registration trustee fee of AED 2,100 for properties under AED 500,000 or AED 4,200 above that. A mortgage adds a registration fee of 0.25% of the loan.
  • Property worth AED 2 million or more can qualify an owner for a 10 year Golden Visa. Our guide to the Golden Visa and how to apply sets out the steps.
  • For off-plan homes, the developer registers the contract with the DLD, and your instalments go into a project escrow account that releases funds against construction progress.

Ownership and financing options

You can buy in your own name or jointly. With joint ownership, each owner's share is recorded on the title deed. Agree the terms between you in writing before you sign, including what happens if one owner wants to sell.

On financing, you have three routes: cash, a mortgage, or a developer payment plan. Central Bank rules cap loans on off-plan purchases at 50% of the value for every buyer, and banks set their own tests on income, credit history and residency. With the UAE base rate at 3.9%, it is worth comparing fixed and variable mortgage rates, and some buyers prefer an Islamic mortgage. Developer payment plans split the price between construction and handover, and the split varies by developer. If you want a view on which route suits your situation, book a consultation.
